Silvia N. Perez owner and founder of Rathell Enterprises Inc. , a small, woman-owned business, certified MBE/DBE/SBE incorporated in the state of Maryland with a national reach. She has worked and lived in Washington DC for 14 years and has worked closely with the past three administrations.
Ms. Perez also works as a fundraising and marketing consultant for several national organizations, Fortune 1000 Companies and Federal Agencies. With over 200 million dollars fundraised and representing organizations with well over 10 million members, Ms. Perez is one of the best relationship-building consultants in the nation. As the Chief Administrative Officer and Principal Nonprofit Liaison. Ms. Perez provides administrative, strategic operational direction to HPE; ensures seamless collaboration with HPE’s strategic nonprofit partners; operates as liaison to housing organizations, local government agencies and major nonprofits; promotes partnerships with government, private, foundation and other nonprofit enterprises focused on advancing the mission of stabilizing neighborhoods, preserving net worth. Silvia Perez also takes the lead around HPE investments requiring rehabilitation of REO’s, as well as property management of REO’s. With over twenty (20) years of experience in the housing counseling, property management, fundraising, strategic planning, financial literacy and organization building spheres. Ms. Perez also serves as the National Chairwoman for the National Association of Women in Real Estate Businesses and operated the Washington DC Office. In her position as the National Chief Development Officer at the National Association of Hispanic Real Estate Professional-NAHREP. Founded in 1999 and representing over 25,000 members across the US. In this role, Ms. Perez managed the Hispanic Wealth Project. The HWP is a non-profit 501c3 organization, whose mission is to financially and educationally empower the Hispanic community in America. The NAHREP Foundation and the HWP are committed to empowering Latinos to fully participate and prosper in the U.S. economy through education, small business development and sustainable homeownership. In a prior role, Ms. Perez served as the National Senior Director for Federal and Corporate Relations at the League of United Latin American Citizens, LULAC, the oldest, largest and most widely respected Hispanic civil rights organization in the US. In her role as Senior Director for Corporate and Federal Relations, she led the Corporate and Federal Relations team in forging partnerships with Fortune 1000 Companies and over 40 Federal Agencies. The success and growth of securing financial commitments for the organization is vital in providing its members with resources to implement national events, new programs and initiatives, impacting millions of families a year. Mrs. Rathell served as the Vice President of Corporate Relations at the United States Hispanic Chamber of Commerce (USHCC), the leading advocate for the nation’s 3 million Hispanic-owned companies. In her role as the Vice President for Corporate Relations, she was responsible for leading the development, corporate access and relationships on behalf of the USHCC and its 200+ Hispanic Chamber members nationwide. Her commitment to Hispanic/Latino communities is deeply embedded in her life experiences. A native of Mexico, she grew up in a very small town in the state of Guanajuato, with no running water or electricity. She came to the United States when she was 14 years old and quickly assimilated into a very different culture. She is very proud to have learned English within the first 6 months after arriving to the US. Since her arrival she has become a US citizen, and exercised her right to vote, a privilege she takes very serious. One of her greatest accomplishments is to be the first person in her family to have graduated from high school and to obtain a college and now master’s degrees. Silvia N. Rathell Mrs. Rathell values higher education and understands its importance. She graduated from Cardinal Stritch University in May 2005 with a Masters Degree in Science Management (MSM) and from Alverno College May 1998 with a Bachelor of Arts (BA) in Social Sciences and minors in Spanish Language and Cultures and History. She plans to pursue her Doctorate degree in the near future. Her ultimate goal is to continue to be an advocate at the national level, to find ways to increase the leadership and involvement of the Hispanic communities across the nation and to empower them to bring positive change to make their communities more resourceful and self-sufficient. She is very active at the national level sitting on national boards and advisory councils such as the White House Policy Briefings for Latino Leaders, the Social Security Administration’s Latino Advisory Board, the National Center for Missing and Exploited Children Latino Advisory Board, the National Hispanic Employment Program Managers Council, The National Farmworker Alliance and on the American Red Cross’ National Latino Hispanic Initiative. Ms. Perez was chosen to receive the National Center for Missing and Exploited Children’s Community Leadership Award in 2016. She was chosen as one of 200 participants, from a national search, for the inaugural Coors Lideres Training Program, she was also selected by MAFO’s national leadership as the Presidential Award Winner in 2016. . She also continues to be very involved in Wisconsin, serving on the board of directors for the United Migrant Opportunity Services (UMOS). In the past, Ms. Perez was appointed by Wisconsin’s Governor Jim Doyle for the Governor’s Council on Migrant Labor on 2004 and has been re-appointed in 2006 for another 2 years, she was elected as the Council’s Secretary, making history as the Council’s youngest officer since the Council’s inception. She has received numerous awards nationally.
